Information from the Committee on Labor, Employment and Social Protection regarding preferences for citizens residing in rural areas.
Under the implementation of the measures of the State Program “Balanced Labor Market” for 2026–2030, approved by the Decree of the Council of Ministers of the Republic of Belarus of December 2, 2025 No. 699, a number of preferences are provided for citizens registered as unemployed in the established manner at their place of residence in rural areas.
In accordance with the Instruction on the procedure and conditions for providing assistance in the resettlement of unemployed persons and members of their families in connection with relocation to another area, approved by the Decree of the Ministry of Labor and Social Protection of the Republic of Belarus of December 12, 2024 No. 101, when relocating families to rural areas, financial support is provided to unemployed persons and members of their families in the amount of nine times the budget subsistence minimum per capita (hereinafter – BSM) (as of August 1, 2026 – 4,773.33 rubles).
According to the instruction, labor, employment, and social protection authorities provide assistance in the resettlement of an unemployed person and members of his family in case of providing a job in another area (another settlement) within the Republic of Belarus.
When relocating an unemployed person and members of his family to a rural area with financial support, a mandatory condition is performing work for the employer under an employment contract for a period of at least 1 year.
Resettlement of an unemployed person and members of his family to a new place of residence and work by direction of the labor, employment, and social protection authorities with the allocation of funds is provided only once.
In accordance with the Regulation on Assistance to Unemployed Persons in Establishing Individual Entrepreneurial Activity, approved by the Decree of the Council of Ministers of the Republic of Belarus dated 09.06.2025 No. 312, unemployed persons residing in rural areas are provided with assistance in establishing individual entrepreneurial activity through training in the legal and financial foundations of entrepreneurial activity, as well as financial support in the form of subsidies amounting to up to 15 base units (BPM) (from August 1, 2026 – 7955.55 rubles) (for urban areas – 11 BPM).
