The Chairman of the District Executive Committee, Vitaly Lavrinov, addressed the attendees with a welcome speech. He emphasized the high significance of the rescuers' work for ensuring safety and peace in the district, and thanked the personnel for their professionalism and readiness to assist in any situation.
For personal contribution to preventing and eliminating emergencies, exemplary performance of official duties, and achieving high results in service activities, the following individuals were awarded a letter of appreciation from the Chairman of the Vitebsk Regional Executive Committee:
